New Data Center Rules Being Evaluated in Joplin

Joplin City Council Reviews New Data Center Regulations

JOPLIN, Mo. — The Joplin City Council recently had its first opportunity to review new regulations and guidelines aimed at shaping the future of data centers within the city. During a meeting held on Monday night, council members were presented with an amendment to the Joplin Municipal Code that would establish specific standards and definitions for any data centers operating in the area.

The proposed changes suggest that data centers would only be permitted to construct facilities in heavy industrial zones. This restriction is part of a broader effort to ensure that such developments align with the city’s zoning laws and environmental considerations. Additionally, the proposal includes specific limits on noise levels, water usage, and construction requirements. These measures are intended to mitigate potential negative impacts on the surrounding communities.

Despite the detailed nature of the proposal, the recommendation from city staff was not to approve the ordinance at this time. Instead, the council voted to table the measure and send it back to the Planning and Zoning department for further revisions. This decision came after city staff attended the Missouri Municipal League and Data Center Summit in Jefferson City, where they gathered insights and best practices related to data center development.

The Planning and Zoning department is now tasked with incorporating the knowledge gained from the summit into the ordinance. By doing so, they aim to create a more comprehensive and effective set of regulations that can address the unique challenges and opportunities associated with data center projects.

“We only have one chance to get this done the right way,” said Rebecca Collins, Director of the Joplin Sustainable Technology Alliance. “Getting these standards set in order to protect us is going to be our best bet with regards to any data center development, whether it’s the one at Wildwood or any future development. This will protect us and allow the citizens to have input into any project.”

The revised ordinance is expected to return before the council in August for further consideration. If passed, it could mark a significant step forward in ensuring that data center development in Joplin is both sustainable and community-focused.
